Archival treatment of the documentary serie Purging of the personnel from Barcelona's Provincial Council's collection
The objective of the archival treatment of the files of the documentary serie Purging of the personnel from the Barcelona Provincial Council's collection (1939-1968) is to facilitate public access to the information contained in these documents from the corporate open data portal. These files were generated by the "Special Court for the Clearance of Officials of the Provincial Council" and the "Sección de Hacienda. Negociado de Personnel" of the Barcelona Provincial Council.
The description work was carried out in 2021 and 2022 with funding from the Democratic Memory Program of the Barcelona Provincial Council (Directorate of Services and Support to General Coordination, Presidency Area) under the technical direction of the General Archive of the Barcelona Provincial Council.
An administrative procedure has been identified that has generated three types of files:
Records of debugging of the personnel at Barcelona's Provincial Council
These are the personal files of civil servants who follow the procedure established by the Law of 10 February 1939. These 1924 files include: application for admission, affidavit, resolution, some may include reports from the judicial information department of the FET and the JONS, files and statements of witnesses, report-questionnaire by the Barcelona Police Headquarters-Criminal Administration Brigade; in the event that the file results in a sanctioning process, it also includes a statement of charges, statements of witnesses and guarantors, response from the interested party, among others.

Records of review of the debugging of the personnel at Barcelona's Provincial Council
They include the 56 appeals presented by civil servants before higher authorities, and the amnesty processes at later dates.

Records of claim of havers of the personnel at Barcelona's Provincial Council
These 124 files refer to salary claims not received by civil servants dismissed or dismissed from service during the period of the Second Republic under the decree of August 25, 1939.

It should be noted that cases of civil servants with more than one original file and/or duplicate files have been found. This is due to staff working in more than one department or section of the corporation. Therefore, the total number of civil servants with files is less than the number of files.
The archival description has been made with the Barcelona Provincial Council's archive program (DELFOS). This program brings together in a single table the information relating to the identification and location of the file within the archive system and the informative content of the file. Therefore, the dataset published on the open data portal includes 32 fields out of the 50 contained in the data table. The publication of 18 fields relating to archive management has been discarded, such as: entry method, transfer code, status of the documentation, etc. The names of civil servants have been maintained in the form in which they appear in the official documentation.
In addition to the description, the archival treatment has consisted of installing the documentation in sleeves, envelopes and boxes for permanent conservation.
With the commitment to recovering the historical memory, the recognition and reparation of the victims of Franco's repression, the Barcelona Provincial Council, by means of decree no. 13920 dated 04/11/2022, agrees to publish on the corporate open data portal the information extracted from the analysis and archival treatment of the files of the documentary series Purging of the personnel from the Barcelona Provincial Council's collection. These files can be consulted in person at the General Archive of the Barcelona Provincial Council, which is responsible for their conservation and dissemination.
