MITECO announces a new €2 billion package to boost the energy transition

New funding will strengthen industry, support renewable integration, accelerate electric mobility and promote innovative thermal solutions.

The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has announced a new €2 billion package aimed at accelerating the energy transition and consolidating a model that positions Spain as an economic, environmental and industrial leader in the fight against climate change.

The package is structured around four main pillars:

 

Industrial value chain

  • New calls for proposals worth €300–350 million, expanding the scope to include energy efficiency equipment and transformative industrial technologies.
  • A new €200 million line to adapt port infrastructure for offshore renewable energy.
  • Reinforced support for renewable hydrogen, with €300–450 million allocated to finance investments and production.

Integration of renewables

  • A new onshore wind repowering call, with €300–350 million, also promoting hybridisation with storage solutions.
  • A second call for pumped-storage hydropower plants, with a budget of €100 million.
  • A new €150–200 million line for innovative renewable energy projects combined with storage.
  • A ministerial order is being processed to extend the implementation period for certain PRTR projects (such as geothermal and marine energy) beyond August 2026.

Boost to electric mobility

  • A new Moves Corredores programme to promote charging infrastructure along major transport corridors, with €150–200 million.
  • A new Moves Flotas programme, endowed with €50 million, to consolidate electrified delivery fleets.

Innovative thermal solutions

  • A new call worth €40–75 million to electrify cogeneration processes.
  • A new €40–75 million line to support district heating and cooling networks.

Many of these grants may be awarded until December 2028. In parallel, the Ministry is working with the European Commission to allow PRTR-funded projects to continue being implemented beyond August 2026, which is the current deadline for completion and reporting.
