New Guidance Document on the Adaptation of NGEU Case Files

The Barcelona's Provincial Council and the Directorate-General for European Funds and State Aid have published a guidance document on the adaptation of case files financed with RRF funds.
Within the framework of its support to local authorities in the management of European funds, the Barcelona's Provincial Council has jointly prepared, together with the Directorate-General for European Funds and State Aid, the document Guidance for the Adaptation of Case Files Financed with Funds from the Recovery and Resilience Facility (RRF).
This new resource aims to facilitate a consistent and practical application of the regulations linked to RRF funds by providing common criteria for the adaptation of case files by executing and instrumental entities. The document brings together existing guidance and is mainly based on the methodology developed by the Service for Support in the Attraction and Management of Funds (Next Diba) in November 2025, as well as on manuals and guidelines prepared by various ministerial departments. The ultimate objective is to ensure compliance with the specific obligations associated with these funds and to strengthen justification and control mechanisms.
The document is structured into several sections addressing the applicable regulatory framework, the implications for case file management, and the main requirements of RRF funds, such as compliance with milestones and targets, the “do no significant harm” (DNSH) principle, fraud prevention, double funding, and communication obligations. It also includes a step-by-step procedure to facilitate the adaptation of legal instruments to the requirements of the Recovery, Transformation and Resilience Plan, as well as annexes with standardised templates to ensure documentary traceability.
With this new document, the Diputación de Barcelona reinforces its commitment to supporting local authorities in the proper management of NextGenerationEU funds and provides them with practical tools to facilitate their implementation.
