MITECO extends implementation deadlines for several PRTR programmes

The amendment adapts the regulatory framework of these grants to the new aid scheme established by the European Commission, introducing greater flexibility in project implementation timelines and maximising the use of Next Generation EU funds.

 

On 13 December, the Ministry for the Ecological Transition and the Demographic Challenge (MITECO) published Order TED/1444/2025 of 11 December in the Spanish Official Gazette (BOE), amending the regulatory bases of several aid programmes under the Recovery, Transformation and Resilience Plan (PRTR) managed by the Institute for Energy Diversification and Saving (IDAE).

The purpose of this amendment is to align the regulatory framework of these grants with the new aid scheme approved by the European Commission, which introduces mechanisms to make project implementation deadlines more flexible and to ensure the full absorption of Next Generation EU (NGEU) funds.

Among the programmes modified by this ministerial order, the following are particularly relevant for local authorities as potential beneficiaries:

Order TED/706/2022 – incentives for grants supporting flagship biogas installation projects

Order TED/707/2022 – incentives for district heating and cooling networks using renewable energy sources

Order TED/1021/2022 – grants for Community Transformation Offices to promote and support energy communities (CE Offices Programme)

Order TED/1204/2022 – investment aid for pilot projects, testing platforms and port infrastructure for marine renewables

Order TED/1359/2022 – grants for new business models in the energy transition

Order TED/467/2023 – grants for innovative feasibility studies on deep geothermal energy projects

Order TED/641/2023 – incentives for renewable electricity and heat generation projects replacing fossil fuel-based production

Order TED/764/2024 – grants under the new incentive programme for flagship pilot energy community projects (CE Implementa Programme)

Order TED/765/2024 – investment aid for innovative renewable energy and storage projects, as well as the deployment of renewable thermal systems (Innovative Renewable Energy Programme)

As a result, in upcoming IDAE calls financed with NGEU funds — which must be awarded before 31 August 2026 — beneficiary entities will have extended timeframes to implement their projects. As a general rule, projects may now be carried out until 31 December 2028. For calls supporting more complex actions, the maximum deadline may be extended to 2030 or even 2035.
