Supporting municipalities in defining local action plans aligned with the principles of the Urban Agenda, grounding them in the local reality, aligning local public investments accordingly, and providing corporate resources to help achieve these goals.

Local Urban Agenda

The Local Urban Agenda is an operational planning tool that enables municipalities to define a sustainable, inclusive, resilient, and cohesive future vision tailored to their specific context.
It stems from the desire to tackle major global challenges—such as climate change, social inequalities, or the digital transition—at the local level through concrete, integrated, and participatory actions.
Beyond aligning with the Sustainable Development Goals (SDGs) of the 2030 Agenda, the LUA serves as a local implementation tool for global strategic frameworks, such as the New Urban Agenda (UN-Habitat), the European Urban Agenda, the Spanish Urban Agenda, and the Agenda of Towns and Cities of Catalonia.

This tool helps strengthen the coherence of public policies, promote collaboration among territorial stakeholders, and facilitate access to funding to deploy transformative projects that support fair, balanced, and adaptive urban development in response to 21st-century challenges.
